Beginning at 11:27AM in the video, Commissioner Heyman recaps a history of nine years prior when ASD was under the police deparment, had no revenue generated other than rabies tags, and then a few minutes later describes Dr. Pizano's concerns over the county mandate that all dogs and cats be received by the department.

Already here Comm. Heyman is questioning the idea of mandatory receiving of presented dogs and cats.
