Injured Big Tom

I trapped this severely injured tom cat a few mornings ago. I took him to the shelter for TNR, and pointed out that he would need treatment for a large injury on his neck. What has transpired since has led me to wonder: whose property are the cats going through the TNR program? Who is responsible for caring for a feral cat during recovery? How will Big Tom's story help us explore issues of property, responsibility, and programs intended to shape community cat and human behavior?
